If any ship or vessel shall depart from a district, unless to proceed to some
more interior district, without making entry with the Collector of some dis-
trict, the master or person in command to forfeit 400 dollars,

Except in cases of necessity,

The master or person omitting to make report of spirits, wines and teas, to for-
feit 500 dollars, and of the spirits so omitted,

Penalty on failure of the master of a vessel to make report (other than that re-
quired to be made of spirits, wines and teas) forfeiture 1000 dollars,

The master of a vessel who shall neglect to obtain from the Collector of the
port of the first arrival of a vessel bound from district to district a copy of
his first report, to forfeit 500 dollars,

If the master of a vessel bound from district to district, with spirits, wines and
teas, shall fail to obtain from the inspector at the first port of arrival a cer
tificate, to be delivered up within twenty-four hours after arrival at the
next port-penalty 500 dollars, and loss of the spirits, &c.

The proprietor, &c. of spirits, &c. who shall omit to deliver up certificates
thereof, shall forfeit 50 dollars for each cask,
