Dec. 11.-At the Court at Windsor, the Queen, as Sovereign of the Most Noble Order of the Garter, was graciously pleased, by Letters Patent under her Royal Sign Manual and the Great Seal of the Order, bearing date respectively this day, to dispense with all the statutes and regulations usually observed in regard to installation, and to give and grant unto Stratford, Viscount Stratford de Redcliffe, Knight Grand Cross of the Most Honourable Order of the Bath, and George Frederick Samuel, Earl de Grey and Earl of Ripon, Lord President of the Council, Knights of the said Most Noble Order of the Garter, and duly invested with the ensigns thereof, full power and authority to exercise respectively all rights and privileges belonging to a Knight Companion of the said Most Noble Order, in as full and ample a manner as if they had been formally installed, any decree, rule or usage to the contrary notwithstanding.
