PREFACE.

THE First Edition of this book was published in 1852, the second in 1865, under the title of "The Political Experience of the Ancients, in its bearing upon Modern Times," and has been long out of print.

It comprised in its Second Part a summary of the opinions of a few of the greatest modern writers on the principles of government.

On republishing it, with considerable additions to the Second Part, it has been necessary to give it a more general title.

PART I remains as it was first published. In it I have put together concisely all that is most valuable in the treatises on politics that have been left to us by three of the most distinguished writers of antiquity.

Aristotle's celebrated treatise on government (commonly called his treatise on "Politics") was written after a careful investigation of all the constitutions under which the different free states of antiquity had been governed previously to and during his day.
